The University of Central Asia (UCA) was founded in 2000 to offer an internationally recognised standard of higher education and prepare graduates to contribute leadership, ideas and innovation to the economies and communities of the region. The International Treaty and Charter establishing this private, secular University was signed by the Presidents of Tajikistan, the Kyrgyz Republic and Kazakhstan and His Highness the Aga Khan, ratified by the parliaments of the founding states and registered with the United Nations. UCA is the first internationally chartered university in the world. UCA’s mission is to foster the socio-economic development of Central Asia, particularly its mountain societies, while helping the peoples of the region preserve and draw upon their rich cultural heritages as assets for the future. 

UCA consists of its Undergraduate School of Arts and Sciences, the School of Professional and Continuing Education, the Institute of Public Policy and Administration, the Mountain Societies Research Institute, the Cultural Heritage and Humanities Unit, the Central Asian Faculty Development Programme and the Aga Khan Humanities Project. The University brings with it the commitment and partnership of the Aga Khan Development Network.

The University is advancing construction of three residential campuses in Khorog, Tajikistan; Naryn, Kyrgyz Republic; and Tekeli, Kazakhstan that will serve 3,600 students when fully operational. UCA will launch its undergraduate degree programmes at its campuses in Naryn in September 2016, in Khorog in 2018, and in Tekeli in 2020.
Implement research, training and dissemination activities of IPPA.
 
IPPA was established in 2011 to strengthen public policy in Central Asia. It provides in-depth analysis on current and emerging policy issues facing the region, and improves the analytical capacity of governments and civil society to use evidence in decision-making processes through professional development. The Institute has produced a series of peer-reviewed research papers on social and economic issues, public administration and public policy as they relate to Central Asia and Afghanistan.
 
IPPA is seeking a Research Assistant who will implement research, training and dissemination activities of IPPA.
 
Main Duties and Responsibilities 

·         Assist IPPA project staff in its various functions, including project support, document drafting and research assistance;

·         Collect and process qualitative and quantitative information related to the economic and social development of the Central Asian countries through desk research and relevant communications with national and international stakeholders;

·         Draft research papers and reports as required;

·         Update material on a regular basis for the University’s electronic library and databases;

·         Assist IPPA staff with different logistical and organizational activities.

·         Work closely with other UCA departments (e.g. Communications, Finance)

·         Provide oral and/or written translation of relevant documents when needed

 
Required Qualifications and Experience

·         BA or MA degree in the field of economics or public policy and administration.

·         Familiar with MS Office applications and organizational software.

·         Fluent in written and spoken Russian and English.

·         Good interpersonal and communications skill particularly in dealing with people from different backgrounds on a day to day context.


Fast paced, responsive, anticipative, good attention to details, organized, systematic.

Desired Qualifications:

·         Knowledge of statistical/other professional software would be an asset.

·         Knowledge of Kyrgyz language would be an asset

·         Demonstrate fast paced, responsive, anticipative, good attention to details, organized, systematic.
